The &nbsp;Federal Inter- Agency Coordination for Digital Cartography\nDigital &nbsp;Committee (USA-1988)\nreads: \u00b7 \u00ab\u00a0a GIS is a computer hardware, software and process &nbsp;system designed to enable the collection, management, manipulation, analysis, modelling of the reference spatial data\nto solve complex planning and management problems. \u00a0\u00bb <\/p>\n\n\n\n<!--more-->\n\n\n\n<p>The difference\nbetween both definitions ? The second explicitly states that a GIS is a computer system. However an information system &nbsp;does not imply being computerized . If we consider the first definition\nas it is , the old cadastre management as &nbsp;paper sheets is, undoubtedly, part &nbsp;of the\nTown Hall information: &nbsp; when the user needed &nbsp;the map of his plot he left the Town Hall with\na photocopy of the cadastral\nmap! <br>\nWhen I hear a territorial manager say \u00ab\u00a0We\nwill set up a GIS &nbsp;\nI start to make him understand there is,\nalready, and that the proper\nsentence is \u00a0\u00bb &nbsp; We will computerize our current GIS &nbsp; \u00ab\u00a0. <\/p>\n\n\n\n<p>Being fussy? Not quite.\nIn the first case we make an unconscious obliteration\nof the existing one, not at\nthe document level , but at a personal level\n. The newcomer is fully entitled and it is up to each one to give in to its operation\n. The second version places the new system\nas an evolution of the pre-existing : data , staff, working methods\n. It&rsquo;s up to the software to take into account this reality and adapt to it. The context of both versions is diametrically opposite . <\/p>\n\n\n\n<p>The contribution of GIS software is to enable a global vision of the territories by offering tools allowing the integration of textual\nand&nbsp; quantified databases with the\nadequate cartographic background . This integration allows a new vision of the territory , richer, more synthetic\n, more operational . <br>\nWhen a local authority computerises its GIS, the main goals are : <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>&nbsp;\noptimizing the territory\nadministration &nbsp;by\nmeans of the information \u00a0\u00bb &nbsp;\nlocalisation &nbsp; \u00bb whether geographical or not, <\/li><li>viewing\nthe results of &nbsp;different budget or regulatory scenarios <\/li><li>planning and land use, <\/li><li>appropriation of territorial map information,\n&nbsp;whether external as the cadastre, the networks , or internal such as\nthe PLU, the roadworks , the green spaces , the heritage , <\/li><li>the communication to third parties, to other territorial structures such as &nbsp;the public of information.\n<\/li><\/ul>\n\n\n\n<p>To complete\nthe background of setting up a\ncomputerized GIS on a territory it must be highlighted that this project &nbsp; is, always, conceived\nin association with others\npartners : <br>\nneighboring local authorities, agents networks,\netc., mainly to share the\nstarting investiment and to make a better use of the available local skills.
