To set the background\nfor the Geographical Information\nSystems (GIS) at the heart of various local authorities , we\nmust start by defining the term GIS.
\nThere are many different definitions of GIS.<\/p>\n\n\n\n
Michel Didier definition\nat the Geographical Information National\nCouncil , 1990 is as follows : \u00ab\u00a0a GIS\nis a set of spatial data that allows for the easy extraction of key\ninformation for decision making. The Federal Inter- Agency Coordination for Digital Cartography\nDigital Committee (USA-1988)\nreads: \u00b7 \u00ab\u00a0a GIS is a computer hardware, software and process system designed to enable the collection, management, manipulation, analysis, modelling of the reference spatial data\nto solve complex planning and management problems. \u00a0\u00bb <\/p>\n\n\n\n\n\n\n\n
The difference\nbetween both definitions ? The second explicitly states that a GIS is a computer system. However an information system does not imply being computerized . If we consider the first definition\nas it is , the old cadastre management as paper sheets is, undoubtedly, part of the\nTown Hall information: when the user needed the map of his plot he left the Town Hall with\na photocopy of the cadastral\nmap!
\nWhen I hear a territorial manager say \u00ab\u00a0We\nwill set up a GIS \nI start to make him understand there is,\nalready, and that the proper\nsentence is \u00a0\u00bb We will computerize our current GIS \u00ab\u00a0. <\/p>\n\n\n\n
Being fussy? Not quite.\nIn the first case we make an unconscious obliteration\nof the existing one, not at\nthe document level , but at a personal level\n. The newcomer is fully entitled and it is up to each one to give in to its operation\n. The second version places the new system\nas an evolution of the pre-existing : data , staff, working methods\n. It’s up to the software to take into account this reality and adapt to it. The context of both versions is diametrically opposite . <\/p>\n\n\n\n
The contribution of GIS software is to enable a global vision of the territories by offering tools allowing the integration of textual\nand quantified databases with the\nadequate cartographic background . This integration allows a new vision of the territory , richer, more synthetic\n, more operational .
\nWhen a local authority computerises its GIS, the main goals are : <\/p>\n\n\n\n
To complete\nthe background of setting up a\ncomputerized GIS on a territory it must be highlighted that this project is, always, conceived\nin association with others\npartners :
\nneighboring local authorities, agents networks,\netc., mainly to share the\nstarting investiment and to make a better use of the available local skills. The resulting project becomes an exchange crossroads and mutual\nknowledge among the partners. The data system is, generally, formed in the public context and become very quickly an element of the community’s heritage,\navailable for multiple value-creations. <\/p>\n\n\n\n
