﻿{"id":8113,"date":"2019-02-18T02:54:50","date_gmt":"2019-02-18T01:54:50","guid":{"rendered":"http:\/\/www.sigterritoires.fr\/?p=8113"},"modified":"2019-02-19T07:59:17","modified_gmt":"2019-02-19T06:59:17","slug":"gis-and-local-authorities-3-the-strategic-aspects-of-the-gis-project","status":"publish","type":"post","link":"https:\/\/www.sigterritoires.fr\/index.php\/en\/gis-and-local-authorities-3-the-strategic-aspects-of-the-gis-project\/","title":{"rendered":"GIS and local authorities (3) &#8211; The strategic aspects of the GIS project"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Strategic aspects\nof a GIS project<\/strong> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(Note: Even though the French version of this article dates back to 2012, most\nof its content is, still, valid)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As\nresult of the previous article, we will discuss the GIS setting up strategy (usually\ndual) in a territorial authority double orientation<strong>.<\/strong>\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This strategic orientation is aimed at implementing management and decision support applications. This dual strategy is difficult to reconcile at teams level when it is necessary to streamline routine work within management applications, and at the same time try to anticipate new uses of information, uses that are not yet known.  <\/p>\n\n\n\n<!--more-->\n\n\n\n<p class=\"wp-block-paragraph\">In management applications, the goal is to improve the\nindividual effectiveness of agents in the management of spatial information.\nAgents need to replace their tools and work methods with GIS\ntools as well as the adequate approach for it. From\na human point of view, <br>\nwe\nare facing a break that we have to manage accordingly if we want to achieve the\nGIS setting up objectives. <br>\nThe\nmere technical support, or even the training courses, is not enough, and, can,\neven, be counterproductive if they wrongly paced. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is at this stage that an assessment must be made to find\nout what kind of support is needed. We\ncan distinguish two main types of interventions in GIS Coaching at team level.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>GIS TEAM BUILDING <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\napplies to teams that assimilate without major problems new technologies.\nApprenticeship\nis not a problem, but existing skills are not used optimally.\nThe\ngoal of coaching is the development of the\nteam&rsquo;s performance. In this case,\nthe coaching contract is the definition of the performance objectives, to\nregister and maintain over time. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The coach role is to stimulate, energize and\nreframe by bringing along his experience and energy to allow the group anticipate\nthe future. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>\nThe coach is\nplaced in a \u00ab\u00a0high position\u00a0\u00bb in relation to the group.\nHe\nplays the role of team leader &nbsp; by bringing along his technical and methodological\ncontribution. <br>\nThrough educational\nactivities helps the group find out its own dynamics. This method is framed in a\nstructured time and a short and defined duration, usually a few weeks, and\nwith sessions close in time. <br>\nThe person in\ncharge of the group plays a leadership role\nreinforced by the consultant. The leaders co-host and\nco-prepare the intervention. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>GIS TEAM COACHING <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It applies to teams that cannot easily integrate the\nnew technology, and therefore, cannot set group goals. Each member assimilates the\nGIS in his own way and perceives the objectives\ndifferently from the other team members. This type of support is aimed\nat developing the functioning of a team or a group of people, in the event\nthat the group&rsquo;s strategic objectives are not clear and when certain\nskills within the group are missing. <br>\nThe coaching agreement\nis to bring out the objectives of the group.\n<br>\nThe role of the\ncoach is to bring out these\nobjectives in the medium and long term by the group itself, by questioning and\nreformulating its proposals. It accompanies\nthe team\u2019s seizing work and the daily integration of these objectives.\nThe coach paces himself in \u00ab\u00a0low position\u00a0\u00bb.\nHe is a\nfacilitator; a mediator with the subject of the group, by, essentially,\nappealing to the listening &#8230; <br>\nThis method has a\nduration of several months, with personal or team work\nbetween sessions, which are spaced over time. The person in charge of the\ngroup is part of the group as an equal to the others. The consultant leads and\nprepares the intervention. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Partnerships external to\nthe community<\/strong> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Partnership\nis an important dimension of the project.\nIt\nconcerns the upstream phase of the project creation for data acquisition,\nbut also for the GIS operational phase. This involves managing the\nlegal aspects associated with use and copyrights of shared data.\nIt\nis in the upstream phase that the roles of each partner are defined.\nIt\nis therefore fundamental for the rest of the project to be able to count on\nsupport that allows anticipation of the most frequent problems and focuses on\nthe commitments to be made or not.
